Reporting Suspicious Activity and Crime

Law enforcement cannot overcome crime without the support of citizens individually and as a community. When you help the Sheriff’s Department and RSF Patrol, you are also helping yourself to keep from becoming a victim of crime. It’s a community responsibility!

YOUR HELP IS NEEDED

If you see a crime being committed, report it immediately and accurately. If you are a victim of crime, report it as soon as possible. Even a five minute delay in reporting can significantly reduce the likelihood of catching the criminal. Don’t hesitate to call if you think something may be wrong, and don’t worry about being embarrassed if your suspicions turn out to be unfounded. Think about what could happen if you don’t act.

STEP 1: BE ALERT FOR SUSPICIOUS ACTIVITY, such as…

• Someone running from a car or home.

• Someone screaming. Even if you cannot determine what the screams are or exactly from where they are originating, call the Sheriff’s Department and report it.

• A person who seems to have no purpose wandering in the neighborhood.

• Any unusual or suspicious noise that you cannot explain, such as breaking glass, pounding, the sound of gunfire, or an aggressively barking dog.

• A business transaction conducted from a vehicle. This could involve the sale of drugs and/or stolen property.

• Offers of merchandise or services at ridiculously low prices. Remember, if it sounds too good to be true, it probably is.

• Strangers carrying property from residences or closed businesses.

• Strangers going into the side or backyard of neighbor’s home, especially when the neighbor isn’t home. Also report strangers entering a neighbor’s home in an unusual manner: through a window, breaking a window, kicking a door down.

• A stranger in a car stopping to beckon a child.

• A child resisting the advances of an adult.

• Abandoned vehicles that could possibly be stolen cars.

• Individuals attempting to forcibly enter a locked vehicle, especially at night or in a parking lot.

• A burglar alarm sounding.

• Excessive traffic to and from a residence, especially during unusual hours.

STEP 2: WRITE IT DOWN

As soon as possible, write down everything you can remember. Don’t rely on your memory. It’s very easy to get things mixed up or forget details – especially if you were the victim. Be as exact as you can and try to avoid guessing. Keep the following description of persons and vehicles handy where you can find it when needed.

The Association has been notified that the 44^th Annual San Dieguito Half-Marathon and 5K Walk will be taking place on Sunday, February 12, 2012. Our apologies for the late notice, but we were just informed. This event has an annual attendance of nearly 1,500 participants, volunteers and spectators.

Local traffic will have access throughout the route, although there may be some traffic delays. Please drive carefully throughout the route. The California Highway Patrol will provide personnel along with course marshals to assist in providing a safe event for participants and allowing residents access on the roads. The road closures will be from 7:45 to 10:30 a.m. (depending on the area).

Lock UP and Use your Alarm

We have seen an increase in burglaries over the past year. In most of our cases, the suspects have easy access to the houses- through unlocked doors. To make it worse, the alarms are not being turned on.

Don't be a victim- Lock up the house- even if you leave for 5 minutes. Turn on your alarm system. Don't leave valuables out- lock them up!! Put the jewelry in the safe. We have found that it takes just seconds for these crooks to accomplish the burglary. Make sure your door locks work- test them. Open windows are not a good idea, just a push with your hand and the screen pops out.

It is a good idea to have serial numbers and descriptions of your electronics, cameras and other items kept in a safe place. The Sheriff offers a free home crime prevention inspection. Call them if you are interested (760) 966-3500. If you have any questions, please give us a call.

Door to Door Solicitors

Every year, we receive a lot of calls about door to door solicitors. These are usually young adults that go door to door selling cleaners or magazines. They begin their pitch by telling you that they are your neighbor and they are trying to win a trip to London (or name the place) and you can help them out. Then they tell you if they sell so much of a product they earn the points to get to that fantastic place.
So- why not? Well, they are not legitimate. the product they sell is inferior or the magazines are over priced and you may not even get them. Are they your neighbor? NO! they are pretty smart- they learn an neighbors name by reading the sign in front of their house or they may of just talked to your neighbor and asked their name. They look in the local paper for names of local sports teams or organizations and tell you they are raising money for them. Its all bogus. Don't fall for it.
These sales people are from out of state and are bussed around to sell this stuff. Sometimes these people commit crimes too (surprise).
Our advice is not to buy anything other than Girl Scout Cookies from people at your door. If you are interested in the product ask for some literature and mail order it.
Door to door sellers have to be licensed by the Sheriff and show a valid Sheriff sales ID. They also have to have a legitimate form of ID to back this up. Non profit (charity) sellers should have a Federal Tax ID as well.
If they are fishy- call us, we will check them out.

While many rely on these devices for travel arrangements, identity thieves may try to take advantage of unsuspecting victims on the go. The holidays are a peak time for traveling and hacking alike - in fact, you are 15 times more likely to have your identity stolen than to have your car broken into. [1]

Two key challenges for travelers are the use of unsecured wireless networks at hotels, airports, and other public venues and the infiltration of smartphones through Bluetooth technology, as cited in USA Today. The hospitality industry is the second highest targeted industry for data breaches, behind financial services.[2]

Follow these simple steps to protect yourself and your personal information while traveling – and remember: Stop and think before you connect.

• Avoid announcing travel on social networks. Limit your chances of being targeted while traveling and protect your home from potential intruders.

• Password protect your devices. This year, travelers lost 11,000 mobile devices at the busiest U.S. airports, 37.5% laptops and 37.2% tablets or smartphones.[3]

Statue Thefts

We recently had reports of bronze statues being taken from properties. Thieves take these to try to sell as scrap to recyclers or metal dealers. These statues are big and heavy- they probably take more than one person to move. If you see trucks in places they do not belong or suspicious activity, please call us or the Sheriff's Dept. right away.

Here are some tips and advice on burglary prevention

1. Lock the house- this is really important. Before you go out, double check the all doors and windows are locked. Even if you leave for 30 minutes. We advise against leaving doors and windows open for ventilation. The best lock is one that is used. By the way, make sure your locks work. Have them fixed right away if they don’t.

2. Arm your alarm system. The best alarm system is one that is used. If it doesn’t work or you are not sure how it works, call your alarm company.

3. If you leave for an extended time- tell someone! That is, tell someone that you trust. Have them go by the house and check on it. Tell a trusted neighbor. Cancel your newspaper. Leave lights on timers and make the place look like some on is around. A vacant house is a target. Call us if you want us to check the house while you are away. The information on how to do this is on the right hand side of this blog.

4. Lock up your valuables. If you have a safe- use it- and make sure you lock it.

Write down the serial numbers of your computers, cameras, watches and other items. If you have something unique- take pictures of it. If you have sensitive information on your computers, encrypt it or use an off- site storage service like Drop Box. External hard drives are good, but lock them up. Your back up is no good if it is taken.

If you see someone suspicious around your neighborhood, call us or the Sheriff. Call when you see them. It is less helpful to call us two days later.

We do have burglaries, and many times we find that people learn about these tips after the fact. Don’t be a victim! Take a couple of minutes to make sure you lock up and turn your alarm on.

Mountain Lion Spotted- Again

Today at about 1:10 pm a resident in the 15700 blk of Las Planideras saw a Mountain Lion at the back of her property. The animal was lying down then got up and moved off thru the canyon behind her house. The canyon has thick brush and trees. She was not confronted. The sighting was reported to Fish and Game.

If you should see a mountain lion, you are encouraged to call Fish and Game at 858-467-4257. If the animal is a threat, call 911.

There are several types of wild animals that live here in Rancho Santa Fe. Mountain Lions main food source is deer and coyotes. Eliminating plant species that attract deer help discourage mountain lions from coming into the area.

Please take precautions – mountain lions are most active at night as well as dusk and dawn. Do not leave children outside unattended; don’t leave pet food or food that may attract animals outside. Do not leave animals outside unattended. Horses should be kept in stalls in the barn. Be careful when walking/ jogging at dusk and dawn time periods. If you see a mountain lion- make noise-lots of it. Yell, scream, and bang on something. For example, pocket sized air horns are a good way to do that.

Mountain Lion Spotted

Today (9/12/2011) at about 10:00 am, a resident in the 16600 blk of Zumaque saw a Mountain Lion cross her property. The cat did not approach her or anyone else. It proceeded down into the Sa Dieguito River Canyon- which is their habitat. If you should see a mountain lion, you are encouraged to call Fish and Game at 858-467-4257. If the animal is a threat, call 911.

Mountain Lion Spotted

September 2, at 07:00 hours a gardener working in the area of 4700 El Mirlo spotted what appeared to be a Mountain Lion in the orange grove between the two properties. We contacted wildlife officials, San Diego Sheriff’s Dept. and advised them of the sighting. The animal did not attack or approach the gardener.

The ranch is home to many species of animals, including coyotes, bobcat and mountain lions. These animals are native to the area and can be attracted around homes by leaving pet food out, the presence of small pets, etc. State Fish and Game warn people to not leave food or pets outside and keep a close eye on small children- especially during early morning or late afternoon times. In addition, do not jog, bike or hike alone; do not approach a coyote, bobcat, or mountain lion.
Sometimes the attraction of smaller wild animals attracts the bigger animals as well.

These animals are most active at dawn, dusk and at night.
Often deer are attracted to the area because of food sources, same with opossums, raccoons, and other prey. These animals are often prey for larger animals.

In the past, neighboring communities have had sightings as well. Mountain lions usually avoid humans; they are quiet, solitary and elusive. They can have a range of 200 miles.

Please take precautions to avoid coming in contact with these animals. Below are referral numbers you can call for more information. Refer to the websites below. If you see a mountain lion or experience an attack, contact the numbers below. Fish and game would like to know of sightings to track the activity.

Parents beware of synthetic drugs. The fake pot is known as K2 or Spice. They are sold at smoke shops, convenience stores and gas stations as incense, potpourri or bath salts right next to candy or bubblegum. As school starts, they are turning up in the backpacks and lockers of students. As of this month, the synthetic drugs has spurred more than 4,100 calls to Poison Control Centers. Use of the designer drugs have been linked to death, violence, hallucinations, extreme paranoia and delusions. The Drug Enforcement Administration or DEA banned 5 key ingredients of K2 or Spice in March making the product illegal to sell or possess in the U.S., but some are finding a way around the core ingredients. A Different Theft.......

Over the past week we have taken reports for the theft of Back flow Preventer Valves. What the heck is a Back flow Preventer Valve? Well, its the "U" shaped pipe object you see coming out of the ground- usually near a water meter. Its made to prevent water back flowing and contaminating water supplies. The pipes are being stolen for the brass or copper value of the metal. But, not all back flow preventers are brass....

The stolen valves are taken to a metal recyclers and the crooks try to get cash for them. Changes in the laws prevent an immediate handout of cash- the recycling dealer has to take the person's name and information and contact the authorities before handing over the cash.

Both cases we investigated occurred late at night. If you happen to see a car or truck stopped on the side of the road looking suspicious, please give us a call. Any information is helpful.

On July 5, 2011 at about 2:00pm, a resident in the area of 16100 blk of Via Del Alba, saw what he described as a Mountain Lion cross his driveway. The animal was walking. It was not aggressive. The sighting was reported to Fish and Game. If you see a Mountain Lion you should not approach the animal. If you should see a mountain lion, you are encouraged to call Fish and Game at 858-467-4257. If the animal is a threat, call 911.

4th of July

Our Annual 4th of July Parade is Monday. The parade starts at the RSF Association Office and goes through the village to end where it starts. Form up for the parade starts at 12- 12:30. The parade starts at 1:00pm. There is a community BBQ immediately following in the park. To make the form up easier, please keep this in mind:

1. Kids, Bikes go to the back of the lot by the Community Center.
2. Kids have to wear Helmets if they are on bicycles (good idea for skateboards too)
3. Please, no candy in cars, floats. Throwing candy causes small kids to run into the moving vehicles.
4. Tell your children to stay in formation. It is dangerous if they run ahead or through the parade.
5. Antique cars overheat. If the car has radiator or cooling issues, it may be best not to drive it.
6. Horses are last. Only well trained parade horses should participate. The route is noisy with loud speakers, sirens and lots of people. If the horses cannot be controlled safely we will ask them to move out of the parade.
7. Have Fun.

Mountain Lion Seen Near Fairbanks Ranch

Fairbanks Ranch Security reported that a resident's employee in their community spotted a Mountain Lion on Saturday May 21. It was on a horse ranch near El Apajo and the San Dieguito River area. This is a common area for these animals to be seen. As far as we know, the sighting has not been confirmed by Fish and Game. See earlier posts for precaustions with these animals.

The Sheriff’s Department has launched a new Internet tool for the residents of San Diego County. Crimemapping.com, a creation of San Diego-based Omega Group, retrieves crime data, maps it by address, and positions it in crime categories for web users to view. Sensitive crimes, such as domestic violence and sex crimes will not be posted. Users can see mapped crime; generate summary reports for various time periods, directly link to crime prevention information, and sign up for e-mail alerts. The link will also be available on the Sheriff’s Internet site as a Public Resource, as well as the Crime Prevention and Crime Analysis pages. Crimemapping.com also has the capacity to automatically send e-mail notifications of recent crimes and then go from mapped crime to real action. Each crime on the map will link back to the Sheriff’s Crime Prevention information page. Users can enter an address or select a specific city within the Sheriff’s jurisdiction. Users will click on a crime and the reported date, time, and general location will be

Magazine Sellers

Over the years we have encountered young adults going door to door selling magazine subscriptions. One of the ruses is to tell you that they represent a local sports team- like soccer or baseball. Or, they may say that the neighbor "the Smith's" down the street just gave me some money...... (that's because they just read their name sign out front......) They are very slick in their approach. Well a new batch of solicitors are going door to to door in neighboring areas- here is some info from the Sheriff's Dept. :

Magazine sales scam in San Diego County are being reported to law enforcement. Several students from Cal State San Marcos have been victimized, one for over $500.00 cash in Vista. There were a call from Escondido as well. The Reporting Parties are reporting that part of the ruse is that they are part of project/class with Cal State San Marcos and/or San Diego State. Report any suspicious activity to the Sheriff's Department @ 858-565-5200.

Door to door vendors have to have permits issued by the Sheriff. They have to be visible and backed up by another legitimate form of ID. Church groups are exempt. Our suggestion is not to give anything to door to door vendors. If you want to donate money, ask them to send you something in the mail. That way you will have time to look it over and decide if it is legitimate. They should have a Federal Tax ID number. Sometimes these solicitors are crooks looking for a way into your house or "casing the place".

Burglary Warning

We have had a few burglaries since the beginning of the year. All of the burglaries are occurring during the daytime and entry to the homes has been without force in most of the cases. It appears that the suspects are most likely approaching the house and knock on the door- if someone answers they maybe ask for work. When no one answers, they proceed to look for a location to gain entry. Losses include all different kinds of personal items. We urge everyone to lock their homes when they leave, turn on alarm systems and report people coming to the door looking for work that seem suspicious.

Scam Beware

We recently had a report about someone calling a resident saying they were FeEx and had a delivery. When the resident called FeEx, he discovered that they did not have a package to deliver. Be wary of these types of calls. Usually, you know when FedEx is going to deliver a package. All the carriers use tracking numbers that are provided to you when you purchase an item. these numbers give you a pretty good idea when to expect delivery. The same is true when you have someone send a package thru a mailbox express business or packing service.

If you recieve one of these calls, call the carrier to confirm (FedEx, UPS, DHL, etc.) If you receive one of these calls you can also confirm the number they called from- by using *69 on your phone.

Don't answer your door with out looking thru a peep hole or a side window. All of these carriers wear distinctive uniforms and have ID badges. If in doubt, call us!

Here is some information on a variation of this scam (from UCAN website):

CONTACT FEDEX OR UPS COURIER SERVICES NOW IS THE NEW NIGERIAN SCAM. If you get an email like the one below or a phone call telling you there's money waiting to be delivered to you by UPS, Fed Ex or other delivery services, DON'T RESPOND TO THE EMAIL AND HANG UP ON ANYONE CALLING YOU to say money is waiting for you and shall be delivered C.O.D. "today". Part of the trick is to get you to agree to provide your full name, address, bank name, social security number or any other personal information. UCAN received one call last Friday and I received two emails today. two ucan seniors called to report that they received calls stating UPS was trying to deliver money or checks to them via cash on delivery or C.O.D. Folks, this is a scam and many people have been hurt by it. Ususally, the callers have noticeable foreign accents and can't pronounce your name correctly or ask for another name to get you to provide your real name. Authors of the emails write in a manner that is worded differently than you or I would write or speak.

Mountain Lion Spotted

Early this morning, one of our dispatchers going home spotted a mountain lion on Calzada Del Bosque south of Via De Santa Fe. This was about 1:45 hrs this morning. The animal was running and she said it jumped a fence.

This sighting has not been confirmed by Fish and Game. As in our previous posts, sightings should be reported to Fish and Game. This helps track the animals activity and help to confirm the sighting. Sometimes the animals are mistaken for Bobcat, Coyote and large dogs. If you do see a mountain lion, do not approach it. Make as much noise as you can- make yourself look big. Refer to our previous post on this subject (below).

FBI Top 10 Tips- Cybercrime

Do not respond to unsolicited (spam) e-mail.

Do not click on links contained within an unsolicited e-mail.

Be cautious of e-mail claiming to contain pictures in attached files, as the files may contain viruses. Only open attachments from known senders. Scan the attachments for viruses if possible.

Avoid filling out forms contained in e-mail messages that ask for personal information.

Always compare the link in the e-mail with the link to which you are directed and determine if they match and will lead you to a legitimate site.

Log directly onto the official website for the business identified in the e-mail, instead of “linking” to it from an unsolicited e-mail. If the e-mail appears to be from your bank, credit card issuer, or other company you deal with frequently, your statements or official correspondence from the business will provide the proper contact information.

Contact the actual business that supposedly sent the e-mail to verify if the e-mail is genuine.

If you are asked to act quickly, or there is an emergency, it may be a scam. Fraudsters create a sense of urgency to get you to act quickly.

Verify any requests for personal information from any business or financial institution by contacting them using the main contact information.

Remember if it looks too good to be true, it probably is.

Holiday Safety Tips

Sheriff Bill Gore's "Holiday Watch" is now underway to keep you and your family safe. Crime prevention specialists offer the following tips so you don't become a victim.

If you're traveling:

Get an automatic timer for your lights.

Ask neighbors to watch your home and park in your driveway from time to time.

Don't forget to have mail and newspaper delivery stopped. If it piles up, it's a sure sign you're gone.

If you're out for the evening:

Turn on lights and a radio or TV so it looks like someone's home.

Be extra cautious about locking doors and windows when you leave, even if it's just for a few minutes.

Don't display gifts where they can be seen from outside.

If you're shopping:

Stay alert and be aware of what's going on around you.

Park in a well-lighted space and be sure to lock the car, close the windows, and hide shopping bags and gifts in the trunk.

Deter pickpockets and purse-snatchers. Don't overburden yourself with packages.

Shopping with kids? Teach them to stay put to be found and to approach a store clerk or security guard if you get separated.

Lock Your Car!

Last month, we had two reported car burglaries. In both cases, valuables were left in the car. Now that we are approaching the holiday season, we need to be more vigilant about locking our cars, homes and businesses. It is very important to not leave valuable items in your car- specially in the passenger area. Crooks know that if you park in certain areas your car will be unattended for a while- places like shopping malls, golf courses, movie theaters. It is convenient just to stash stuff behind the seat- don't do it. Reduce the chances of becoming a victim- take away the opportunity.

Always park in a busy area- in good lighting. If you are nervous about going back to your car- ask for an escort. Look around you- if you see something that doesn't look right- report it.

When at home- lock your doors- when you are there and when you leave. Leave lights on- make the place look lived in. Houses that look dark and vacant are a target. If you are going away- call us for a home security check. Arm up your alarm system-not working right ? call for service. The service call could be far less expensive than the cost of replacing stolen property. Tell a trusted friend or neighbor your are away. have them keep an eye on the house for you.

Mountain Lions

MOUNTAIN LION INFORMATION

On September 22^nd and 28^th 2010, we had three separate reports of mountain lion sightings. In April this year we had report that a mountain lion had injured two dogs. In this case there was no visual confirmation of the cat attacking the dogs. A paw print was found nearby that was a mountain lion print.

The recent sightings were located:

1. Sept 22 3:45 AM in the area of the RSF Library in the village

2. Sept 28 1:45 AM behind a home on a trail in the 17500 block of Los Morros.

3. Sept. 22 or 23 8:30 AM in the area of the San Elijo Lagoon trail west of El Camino Real near La Orilla.

These were sightings, the animal did not attack anyone. There have been sightings in nearby communities- Cielo, Fairbanks Ranch, etc. over the past year. Mountain Lions have a large territory- so this is not unusual. They are very elusive animals and do not want to interact with humans.

The sightings were reported to the California Department of Fish and Game. If you should see a mountain lion, you are encouraged to call Fish and Game at 858-467-4257. If the animal is a threat, call 911.
